South Africa Payroll — PAYE, UIF, SDL and SARS Compliance

South African payroll tax compliance runs through three deductions that every employer must manage correctly: PAYE, UIF and SDL. Each has its own rate, its own ceiling, its own exemption conditions and its own role in the monthly EMP201 declaration submitted to SARS. This article goes deep on all three – the rates, the calculations, the deadlines and the consequences of getting it wrong – so that employers in South Africa understand exactly what is required each month.
Quick facts: South Africa PAYE, UIF and SDL at a glance
- PAYE: progressive income tax withheld from employee salaries; filed via EMP201 by the 7th of each month
- UIF: 1% employer + 1% employee; capped at R177.12 per party/month; applies to most employees
- SDL: 1% of leviable amount; payable by employers with annual leviable payroll above R500,000
- All three are included in the same EMP201 monthly declaration on SARS eFiling
- Annual EMP501 reconciliation is filed twice per year (interim September; year-end 31 May)
- Non-compliance attracts SARS administrative penalties and interest from the due date
PAYE: Pay As You Earn in South Africa
PAYE (Pay As You Earn) is the mechanism by which personal income tax is withheld from employee remuneration each month in South Africa. The employer calculates PAYE using the annual tax table published by the South African Revenue Service (SARS), annualises the employee’s monthly remuneration, applies the applicable rebates (primary, secondary, tertiary based on age) and divides by 12. The tax year in South Africa runs from 1 March to 28/29 February.
| Taxable Income (Annual, ZAR) | Rate |
|---|---|
| R1 to R237,100 | 18% of taxable income |
| R237,101 to R370,500 | R42,678 + 26% of amount above R237,100 |
| R370,501 to R512,800 | R77,362 + 31% of amount above R370,500 |
| R512,801 to R673,000 | R121,475 + 36% of amount above R512,800 |
| R673,001 to R857,900 | R179,147 + 39% of amount above R673,000 |
| R857,901 to R1,817,000 | R251,258 + 41% of amount above R857,900 |
| Above R1,817,000 | R644,489 + 45% of amount above R1,817,000 |
Primary rebate (all taxpayers): R17,235 per year. Secondary rebate (age 65+): additional R9,444. Tertiary rebate (age 75+): additional R3,145. The PAYE threshold – the point at which tax begins – is R95,750 per year for taxpayers under 65.
UIF: Unemployment Insurance Fund
The UIF is administered by the Department of Employment and Labour and provides short-term benefits to employees who become unemployed, ill, or take maternity, adoption or parental leave. The contribution rate is 1% of gross remuneration from both employer and employee, up to the monthly remuneration ceiling of R17,712 (as of 2025) – giving a maximum contribution of R177.12 per party per month. UIF contributions must be declared via the EMP201 and remitted by the 7th of the following month. UIF does not apply to learnership employees during the learnership period, to employees working fewer than 24 hours per month, or to employees on a learnership registered under the Skills Development Act.
SDL: Skills Development Levy
SDL (Skills Development Levy) is 1% of the monthly leviable amount – broadly, the employer’s total monthly remuneration bill. SDL is payable by any employer whose annual total leviable amount exceeds R500,000. SDL contributions are distributed by SARS to the relevant SETA (Sector Education and Training Authority) and the National Skills Fund. Employers who contribute SDL can claim back up to 20% of their SDL contribution as a mandatory grant from their SETA, and up to a further 50% as discretionary grants for approved training. Africa Deployments South Africa tracks SDL contributions and provides the data needed for clients to submit SETA grant claims.
Why Companies Choose Africa Deployments South Africa for PAYE, UIF and SDL Management
Annual tax tables are applied correctly, rebates claimed accurately and variable pay treated in the month paid. UIF contributions are never over-deducted or under-deducted. SDL liability is assessed annually and managed correctly as payroll scales. All three deductions are declared via EMP201 and remitted by the 7th, every month without fail. SDL contribution records are provided in the format required for mandatory and discretionary SETA grant applications.
Frequently Asked Questions
What is the SARS eFiling EMP201 and who must submit it?
The EMP201 is the monthly employer return through which PAYE, UIF and SDL are declared and paid to SARS. Every employer who deducts PAYE from employee salaries must submit an EMP201 by the 7th of the following month via the SARS eFiling portal. Nil returns must also be submitted in months where no salaries were paid.
What happens if PAYE is under-withheld from an employee?
If PAYE is under-withheld, the shortfall is typically recovered through the annual EMP501 reconciliation – the employer must make a supplementary payment to SARS. If SARS discovers systemic under-withholding, penalties and interest apply from the original due date. Africa Deployments South Africa reviews PAYE calculations monthly to prevent under-withholding.
Are directors of South African companies subject to PAYE?
Yes. Directors of private companies (PTY) LTDs who receive remuneration are subject to PAYE under the Fourth Schedule to the Income Tax Act. The exact treatment of directors’ fees depends on whether the director is an employee or an independent contractor for PAYE purposes. Africa Deployments South Africa can advise on the correct classification.
How does SDL interact with the Workplace Skills Plan (WSP) submission?
Employers who pay SDL must submit an annual Workplace Skills Plan (WSP) and Annual Training Report (ATR) to their SETA to qualify for mandatory grant reimbursement (20% of SDL paid). The deadline is typically 30 April. Africa Deployments South Africa provides the payroll data required for WSP submission.
